After the Blight, the loss of the Stargates, the lost Legion, and everything they had been through, it came to light that the U.P. President was not the real Leland McCauley, but the ancient Batman villain, Ra's Al Ghul.  He had a plan to jumpstart evolution by causing another catastrophe, crashing the moon into the Earth, a staple of Legion lore, which had yet to occur in this timeline.  When this started, monstrous Terrorforms emerged to protect those who would survive and change, and ended up turning Zoe into one of them, albiet different.  More in control of herself, with hair, and retaining some humanoid characteristics.
